Aluminum Deck RailingHow to weld aluminum to steel?

I am a mechanic and works on a trailer with aluminum deck and Cross members with steel rails there is a square stock type unknown metal that is welded to both steel and aluminum was wondering if there is a type of metal that bonds to both surfaces, or how it was achieved

With conventional welding no you can not weld aluminum to steel - (TIG, MIG, SMAW, oxy / acetylene, plasma, and so on).
Not so conventional welding - (inertia, friction, explosion or by friction, and so forth, EB perhaps?).
I think it is not in steel and is bolted somewhere, you can not see or it is all aluminum. Place a magnet on it to see what the steel and what is aluminum.

Friction welding is the only way I can do. You could probably set the solder
