Deck Tiles

Deck TilesCan I put tiles on a balcony terrace covered with tar paper?

I have a second floor walk-on balcony that is also the roof of the porch of a first floor. It is currently covered (I think) of tar paper. I want to make it more sustainable and more enjoyable for pedestrians and thought to coat the wooden floor tiles that snap together. Is it safe to put the tiles on the right deck of tar paper, or should I do something else?

A. Be careful, you could find yourself with a big bill if your landlord can swing your tiles as an excuse for having to do maintenance.
B. What would you vinyl tiles with a pattern of wood?

tar paper? at least you do not require glue

use something else
